

In the 'Add New Tool Collection' window browse to "C:\MinGW\bin" for the 'Base Directory' and click OK. Click 'Add.' in the left bottom corner of the window.

Now, in NetBeans go to Tools > Options > C/C++ tab > Build Tools. Next, install MSYS from /wiki/MSYS - for me this file was "MSYS-1.0.11.exe". Now in add "c:\MinGW\bin" to your environment variables "path". Install MinGW to wherever you want, I installed at "c:\MinGW" - make sure you install the C and C++ compilers at minimum.
